The cost and program of the festival are calculated in accordance with the accepted applications and wishes (see the “Payment” section). Participation only in the competition program is possible (upon payment of the registration fee).
The festival-competition “Golden Tulpar” has a patriotic, creative, and humanitarian focus and is held within the framework of the International Project “World Music in Kazakhstan” with the aim of civic-patriotic and creative education of youth.
Dates and venue: The festival-competition is held on December 12-13, 2026, Almaty, Republic of Kazakhstan.

Jury of the competition: International Jury.
The competition is held in the form of an audition in the presence of the jury and the public.
The competitive performance of groups is evaluated by a professional jury.
Any violation of the competition regulations entails a loss of points when evaluating the group’s performance.
The decisions of the jury are final and not subject to appeal.
The Organizing Committee cannot influence the scoring by jury members and the awarding of titles to participants!
Preparation and execution of the festival-competition are carried out by the Organizing Committee. The performance order is determined by the organizing committee in advance; performances are conducted both in blocks and as separate acts.
The Organizing Committee is the copyright holder and has the right to use and distribute (without paying a fee to participants and guests of the competition) audio and video recordings, printed, and other products produced during and as a result of the competition events.
Travel and delivery of decorations, props, and instruments are at the expense of the competition participants or a technical rider is sent and agreed upon separately with the organizing committee.
Issues not covered by these Regulations are subject to resolution by the organizing committee. The organizing committee reserves the right to make changes to the competition rules.
Leaders/parents of competition participants, upon submitting an application, automatically confirm agreement with all points of these Regulations, as well as agreement that the participant may be involved in competition events until 00:00.
Awarding of participants will take place only at the Gala Concert. Diplomas will not be issued earlier, and results will not be announced. Diplomas and prizes are not sent to participants after the competition.
The Organizing Committee has the right to disqualify a participant, creative group, or leader for a gross violation of the Internal Rules of the competition, violation of discipline, and unethical behavior toward the Organizing Committee, jury members, and other competition participants.
Competition participants do not have the right to view the protocols of the competition program without the permission of the jury chairman. The jury’s decision is final and not subject to discussion! Evaluation points according to the competition protocols are not put up for public discussion; leaders can receive an extract from the protocol of the meeting of jury members at their postal or email address within 7 working days.
The results of competitive performances are published on the Instagram page: @souz_talantov within 3 working days after the end of the competition.
The participant does not have the right to refuse to participate in the Gala Concert.
A qualification principle for evaluating the competition program is applied at the competition.
The competition program is evaluated by the jury taking into account the age of the performers specified in the applications.
Participants are evaluated in each nomination taking into account the age category. The jury evaluates the performance by secret ballot according to the following criteria: performance mastery; artistic expressiveness of the number (compositional, content, and musical unity of the artistic image); entertainment value (plastics, costume, performance culture); performance fervor and originality; artistry, disclosure of the artistic image, selection and compliance of the repertoire with the age characteristics of the performers, evaluation of the audience.
The results of the competition and awards are conducted by nominations separately, taking into account age categories, and provide for the award of the Grand Prix winner prize, taking into account nominations, titles of Laureates of I, II, III degrees, festival participants, special diplomas, and more. The number of winning diplomas is not limited and depends solely on the level of the program presented by the contestants.
Cash prizes or commemorative gifts are provided for the owners of the main prize of the competition (Grand Prix). Each participant receives a diploma and a medal.
Certificates or letters of appreciation will be presented to all teachers and accompanists.
Winners of the HOST COMPETITION will be invited to further events of LLP “Organizing Committee of International Competitions and Festivals ‘World Music in Kazakhstan'”.
The jury has the right to share places among participants.
The Organizing Committee has the right to add nominations and divide categories in accordance with accepted applications.
Cups are awarded to groups of more than 10 people. 1 diploma per group to the leader, and group members receive a commemorative medal with the competition logo and a personalized diploma. When participating in two or more nominations, a diploma per group is issued for each nomination. Personalized diplomas and medals are issued to group members only once, regardless of the number of nominations. If the leader wishes to receive medals and diplomas for each act, each performance is paid without a discount.
The participant’s full name will be copied as specified in the application.
The jury evaluates participants’ performances by secret ballot and may share the title of Laureate among several participants. Jury decisions are not subject to appeal. The competition organizer is not responsible for the Jury’s decisions and awarding places to participants.
For accreditation at the festival, ALL participants must provide:
A condition for participation in the host competition is the mandatory submission of an application for participation, resume, business card (photo), script text of the game program, and speech text (in electronic form).
In case of non-appearance of a participant at the festival-competition for a reason beyond the organizers’ control, the registration fee is non-refundable!
Orphan children under guardianship and children from orphanages are exempt from paying the registration fee. (Check with the organizing committee. There is a limit).
Notes:
*Tickets to the hall for spectators cost 1,500 KZT (ordered and purchased in advance); admission for leaders is free with badges. Ticket applications are accepted no later than 7 days before the event. Each leader must have a badge with the following information: Full Name, group, city. Badges are issued by the Organizing Committee. Badges must be returned after the competition.
All tracks must be sent to music-classic.kz@mail.ru no later than November 30. Each track/backing track must contain in the title: 1. composition title as specified in the application; 2. group name / participant’s full name. If a letter of appreciation is required for a director, leader, school, or studio, specify the exact full name and regalia in the application.
Submitting an application to participate in the competition means that the participants and their parents (legal representatives) are familiar with and agree to all points of these Regulations, and also give their consent to the use of photo and video materials with their participation by the Competition Organizer in media and social networks.
Accommodation and other services are provided upon request.
Accommodation is booked by participants independently.
Accommodation for groups of more than 10 people is upon request.
Approximate accommodation package for groups of over 10 people: from 160 EUR (includes airport/hotel/airport or station/hotel/station transfer, 2 nights stay in a hotel, 2 breakfasts and 2 dinners, transfer to the competition venue, Almaty city tour, leader 1/10 people free). It is possible to increase the number of days. For groups only! Individual participants must organize their stay themselves.
It is prohibited to throw foreign objects on stage during performances, confetti, feathers, or use props with fire, foam, or water. It is prohibited to be on stage in street shoes, even during rehearsal. Only the choreographer and participants invited by the Organizer for the next scheduled number are allowed backstage. It is prohibited to be backstage without an invitation from the Organizer, or to go down into the hall from the stage.
Dressing room placement is determined by the Organizer. Occupying someone else’s dressing room is prohibited.
Inappropriate and offensive behavior on stage, in dressing rooms, or in the audience toward the Organizer’s staff, Jury members and their decisions, as well as toward other competition participants, is strictly prohibited. The Organizer is not responsible for possible accidents or thefts during the competition and awards. Choreographers/leaders and parents (legal representatives) of minor participants bear financial responsibility for damage to property of the organizers, concert hall, and dressing rooms.
The competition organizer is not responsible for author productions for which licenses exist, etc.
Participants and their parents (legal representatives) assume full responsibility for their health and the health of minor children, as well as for their property.
Registration fees of participants go toward organizing the competition: hall rental, decoration, production of awards and promotional materials, payment of hosts and volunteers, payment of Jury fees, etc.
In case of an insufficient number of participants for the competition, cancellation of the event with a full refund of registration fees is possible.
In case of violation of the competition rules, the Organizer reserves the right to disqualify participants without refund of the registration fee.
Accreditation materials must be sent electronically! Application forms filled out by hand or over the phone will NOT be accepted.
